fix: remove duplicate exclusion block, replace continue with else branch

- Removed duplicate department exclusion check (was duplicated twice)
- Replaced 'continue' (invalid inside 'if ENABLE_AUTO_APPROVAL') with 'else:' branch
- Properly indented auto-approval logic inside the else block
